"New" and "Import a file" buttons shouldn't be displayed in the Asset Library if user doesn't have rights to create children

In the Asset Library, users who have only Read permission are displayed the "New" and "Import a file" buttons in the DM view. But when they try to create a document (folder or picture), they get an error: "You don't have the necessary permission to do the requested action".
