Avoid forcing 'File' document type as default type

When the local configuration of document types is enabled, the 'File' type is set as the default type (default is from the ui_types_configuration.xsd).

If for any reason the File doctype is disabled, the first type is selected in the combo.
If the user enables a local configuration but does not save it, File will be the default type even if another type is selected (because File is not available in the combo).
