Copy tags from live document when creating a version

      When creating a version, tags from live document are copied to it. Tags added to a checked-in document are also added to the related version.
      When publishing a document (creating a proxy), tags from the related version are copied to the proxy.
      Tagging a proxy only tags the proxy, not the version anymore.
      Re-publishing a document will merge the tags from the existing proxy and the ones of the new version.
      Restoring a version will replace all the tags on the live document by the ones from the version.

      Description

      When creating a version for a document, we end up with no tag on the version even if there were some on the live document.

      The tags need to be copied on the version (as it's done for relations. annotations).

      Same thing for proxies, the tags from the underlying version should be copied to the proxy.
      Tagging a proxy should only tag the proxy, not the version.
