Make content creation for administrators in Collaboration view consistent with creation in DM view

Administrators who are not explicitly members or administrators of a social workspace but "just" inherit "manage everything" on the local workspace have two different content creation behaviors depending on if they're on the Collaboration view or DM view of the workspace.

On the DM view, in the Content tab of the social workspace, they can create content (articles, events, news, folders).

On the Collaboration view, they can create news and social workspaces, but they cannot create articles, files, events, or edit them.

It would be nice to make the behavior in both views consistent.
