Use UTC timezone for generated conflicted names

      Description

      Currently the client sends its timezone to the server to generate the conflicted name through the NuxeoDrive.GenerateConflictedItemName operation.
      We think it is better to rely on UTC rather than possibly inconsistent client timezones. Moreover timezone detection under Windows is really difficult (depends on the OS language).
