Changing number of columns has no effet

On the intranet, FF and Chrome.
My first two rows have two columns. One widget in the first column.
When i click Layout and change first row to one Col only, and second row from 2 to 3 cols. Save -> It has no effect. (my first widget doesnt take 100% of width, my second widget doesnt take 33%)
