Move 'add confirm' button on files tab

      Description

      The "confirm files addition" button on the "files" tab is misplaced: it is at the bottom, after the list of already added files. Move it before that list, just after the list of "files to add".

      Note also the button should not be clickable/visible when there's no file to add.
