Locally modified permissions should not be saved when blocking right inheritance

Steps to reproduce :

• navigate to Manage > Access rights tab on a Folderish document
• add a new security rule
• block right inheritance
  => the new security rule is part of the local rights

The expected behaviour is to reset pending security rule before setting the local rights according to the right inheritance blocking
