Handle local child creation attempt in a folder that doesn't allow child creation

Typically dropping a file or folder in the "Nuxeo Drive" local root folder crashes.
The client should not try to create it remotely, and a warning should be logged instead.
Later on we might want to notify the user in the front-end about these non-synchronized files (overlay / Nuxeo Drive menu).
