Minor As an administrator, I can enable or disable the quotas globally on all the application.
In the admin center, in the Quotas menu, in a Quotas "Activation" I can click a button to enable or disable the quotas on all the super spaces of the application
If it was disabled, re-activation should be robust and recompute all the values for all the nodes where quota is activated.
DR : When Quotas are disabled globally, the tab should not show on the workspaces.
When the service is enabled, the system must calculate all the quotas
