Image importer does not handle override and versioning

      Description

      When uploading an image with the same file name as an existing one in a given folder using the "Import a file" button, the current image should be overridden and a version created.
      It is not always the case because the test to see if a check-in is needed relies on the checked-out state of the document, whereas a live document is not always checked out.
