Display a generic error message on top of the page when a validation error occurs

The message banner file (/incl/message_banner.xhtml) has a mechanism to display a generic message when there's a validation error somewhere on the page.

It's been configured to be displayed if message severity ordinal >= 3, which does not fit our usual use case (handle not only fatal severity, but error too). It should be >= 2 to be displayed.
