Cannot HotReload if 5.6 HF 00 and 01 are installed

      Description

      When HF 00 and 01 are installed, I cannot hot reload Studio features. All Studio config is lost when update is clicked in the admin center. Everything is back if I restart the server. Does not happen without HFs installed.
