Power users should be able to change the user's groups from the Edit tab

Power users cannot can edit the information of users. But from the user's Edit tab, they cannot add the user in a group or remove him from a group.
However, they can edit groups and add / remove users from there.
They should be able to edit the groups in which the user is from the user's Edit tab.
