      Description

      When a ListView is empty, there is no way to refresh the list.

      Make sure that the user can pull to refresh, even when the list is empty.

      Put the empty message in the ListView footer, instead of generating another View in place of the ListView.

      To be done in PageProviderListView (and any other component using ListView).
