Only update existing or append new operation definition on Studio IDE Operations registry

      Description

      Exporting operations from Nuxeo IDE should only append new ones or update existing ones, based on the id of the considered operations. Removing an operation from that registry should happen in Studio only.
      Currently, exporting operations will override all previously exported operations. This does not fit a multi-projects and/or multi branches mode of development.
