Add changes documents (for history) and support document

Create:

• doc/changes.md: copy of GitHub release informations
• doc/technical_changes.md: all technical modifications that can impact potential softwares based on Drive (even if Drive is not intended to be a framework for others, I think it is important to have a document where to find these kind of changes)
• doc/support.md: supported OS venderos/versions and Python version
