Windows: Drive sometimes marks newly downloaded files as locally deleted, then deletes them from the server

Can be seen when synchronizing a remote folder with 100 files inside it.

Happens when a local recursive scan is triggered on the parent folder (due to the Watchdog event queue threshold), if:

• the file has not been written yet to the file system when fetching local children from the file system
• but its local information has been updated in the pair state when fetching local children from the database
