[Direct Transfer] Make Document type selection a feature

Make the document type selection a feature that can be enabled/disabled from the feature tab. 

When disabled the folder type and document type drop-down list are turned grey on the direct transfer screen. 

We want users to not be able to enable "Document type" Feature if the Direct feature is not enabled too. 

Acceptance Criteria:

• Once Direct transfer feature is disabled, the Document type selection feature is disabled too. 
• Once the Document Type Selection feature is disabled the 2 drop down lists on the Direct transfer screen will turn grey.
