[Direct Transfer] Rethink the "new remote folder" capability

As a user, I can create a remote folder within the user flow of a direct transfer

When selecting the path of the target import folder, with a right-click on the tree and also at the right of the selected path display, I have a user action “Add a new folder” that asks for the folder name and the folder type,

Acceptance criteria

• Add a new folder action is only available if I have “AddChildren” permission on the parent folder & the list of creatable folder types is not empty 
• On the pop-up, when a user clicks on Create, the pop-up displays a success confirmation message “The folder has been created.” and a user can click on “Close”. The preselected target path for the transfer is now the new folder.
• If the folder exists already, creation is not done and an error message is displayed “This folder name already exists, choose a different one." 
• In case of generic error: “Drive was not able to create a folder, try again later or contact your administrator”.
• Metrics: a metric is sent when creating the folder so that we can track the use of this feature.
