Change tabs order on Settings screen

Following the new Sync tab, we would like to change the order of the tabs displayed on the Settings screen. 

For the moment it's: 

General / Features / Sync / Accounts / About 

Let's try: 
Features / Accounts / Sync / Advanced (FKA General) / About
