Unexpected folder delete when folder move while drive is off

      Description

      Drive is off.

      User locally moves a folder "toto" under a sync root out of the sync root (like in downloads).

      Drive is started.

      From Web UI, once can see that folder "toto" has been put to trash.

      Expected: Folder toto is "ignored" in the syncing hierarchy preferences.
