Move the NXDRIVE-1033 test in its own test file

The test is currently declared into test_local_move_and_rename.py.

In order to easily set a custom kill timeout for that long test, it would be better to move it out into its own test_nxdrive_1033.py file. There alreasy is another similar use case with test_nxdrive_903.py.

It will fix timeout errors for that test and enable appropriate status when the test effectively fails for real reasons.
