Do not install Drive in %APPDATA% but %LOCALAPPDATA% folder on Windows

Even if APPDATA is usable and allowed, anti-virus may alarm the user and block (or worse alter) the installation.

The simple fix is to use the LOCALAPPDATA which is strictly for the current logged user in that local machine (what we want).

About 3.1.0 installations
Users that have 3.1.0 already installed will have no issue because the auto-update will continue to install in the old APPDATA folder. If they managed to install 3.1.0 without error, then it is OK for everyone.
