Fix upgrade pages that cannot be accessed by anonymous

      Description

      The content of the upgrade pages displayed in ADMINDOC is actually an excerpt from the upgrade target version. Because of NXDOC-444, we need to make it work the other way around: put the content in ADMINDOC in an excerpt and display the excerpt in 5.5, 5.4 etc pages.
