Update Permissions doc to indicate Tagging not possible with Read permission

Managing Permissions documentation for LTS 2019+ indicates that the Read permission enables one to Tag documents in both Workspaces and Sections; however, this is inaccurate as of platform version 9.3+ after Tag service architecture became schema/property-based (instead of Document-based).

Tagging is possible with the Edit permission (ReadWrite in current documentation). Please remove the Tag documents bullets from the Read row, and add a Tag documents entry to the Actions in Workspaces column of the ReadWrite row.
