Update comment/annotation page with secure implementation

The documentation page about annotation and comment haven't been updated after NXP-27683 merge.

We need to update the LTS2019 revision to talk about this migration which is required to have security and all comment features.

Also, the next revision should be updated to reflect on what does the current implementation. An upgrade note should be provided too.
