Describe how to re-enable triggers in Oracle with ACL optimizations

      Description

      Disabling the ACL optimizations will automatically disable some triigers.

      Then, when the ACL optimizations is back, the triggers are still disabled and the newly created documents are not retrived by NXQL query.

      We need to described how to manually re-enable these triggers.

       

      It will help people who face the problem described in NXP-27913
