Add JSF UI Target Package requirement on Howtos using layouts and content views

The JSF UI Target Package is now a requirement for Studio customizations that leverage JSF layouts, content views, tabs and search forms. We need to

• update Studio how-tos that these customizations to add a requirement on that target package.
• add a note at the beginning of the page listings-and-views to indicate that this menu is available when the target package is selected. same for sub-pages.
