Improve 11.x multi-module

Because Nuxeo is now providing a proper BOM (nuxeo-parent), some configuration and properties has been moved into.
And, creating a multi-module project without inheriting it doesn't make sense and miss a lot of properties.

After 11.1, remove the ability to import or to rely on custom BOM in order to limit complexity of properties override, and plugin configuration.
