Fox hotfix Docker image build timing out on package installation

      Description

      The nuxeo-hf job can time out after 4 hours because of issues when installing the hotfix packages/resolving dependencies. Probably an issue on the Connect side.

      Let's install only the latest hotfix package, on the previous hotfix Docker image, tagged for this purpose. In this example, if we tag nuxeo/nuxeo-hf:2021.51.1 to nuxeo/nuxeo-hf:2021.51, then we can build nuxeo/nuxeo-hf:2021.52.8 (also tagged 2021.52) FROM nuxeo/nuxeo-hf:2021.51.
