Create builder images for javaX-chrome-node18

We are currently working on a new connector package: Nuxeo 3d Viewer.

As a part of building a package for the same, we are in a necessity of having a node 18 runtime in the builder image as some of the cli tools that the project uses need node 18 and so to perform the ftests and unit tests for the same in our CI/CD pipeline, thereby release the same, we need to have the corresponding  ** builder-javaX-chrome-node18 builder images 

**These builders will be useful in future as well when we will be working on our other connector packages as a part of node 18 migration.
