Fix Target Platform matching with 0 as build number

The current way to check package compatibility on a specific target platform using the former <platforms></platforms> tag in the package.xml does not work properly for target platforms with 0 as build number.
The following package.xml platforms definition:

<platforms>
   <platform>lts-2021.0.0</platform>
</platforms>

give the following result when trying to install on a lts-2021.0.0 platform:

Package(s) XXX-1.0.0 not available on platform version lts-2021.0.
