Persist GitHub OAuth plugin in Jenkins X platform environment

      Description

      We need people to have access to the platform team Jenkins X, http://jenkins.platform.dev.nuxeo.com/, anonymously and by connecting with GitHub authentication.

      The plugin was added and configured once, see NXBT-2963 and https://wiki.jenkins.io/display/JENKINS/Github+OAuth+Plugin, but the configuration got lost once Jenkins X (or the whole cluster) was restarted.

      Let's have a look at what was done for the webui team within NXBT-3018:
