Provision AWS Aurora PostgresSQL on devtools aws account

      Description

      NXBT-2322 provisioned Aurora PostgreSQL to the tests.

      Today, this database should be migrated from legacy to new AWS account. Instead, as a new paradigm, make the provisioning dynamic and managed by the pipeline code directly.
