I usually test the Windows installer after the tech release so I'm pretty sure this isn't new.
The "date-based" installer also appears to be a snapshot:
nuxeo-10.10-SNAPSHOT-20190116-setup.exe
And indeed, the distribution installed is: 10.10-SNAPSHOT.
Like other distributions, there should be a separate date-based and snapshot Windows installer.
