Allow use of an empty cache

When listing packages from Connect in the nuxeo-connect-client, we consider empty cache as not present, this is not the same and it triggers useless requests to the server.
So we want to be able to use an empty cache while it's valid whereas the current implementation considers an empty cache as a cache to immediately renew
