Automate release of nuxeo-elements during NXP release

      Description

      Before each Platform release, a work is performed on nuxeo-elements and related repositories to lock down the versions of the dependencies.
      This is done "by hand" using https://github.com/nuxeo/bower-locker

      Automate and document the process.
      TODO: list tools, repositories and instructions

      Include it in the one-shot process of the platform release (datebased as well as others).

      This work has been done in the context of the HF releases
