HF functional tests must be run against production ready environment

Current tests are run against a development environment with an embedded Elasticsearch and H2 database, which does not correspond to the target environments where hotfixes will deployed.

The release chain of a hotfix must be changed to run tests against the following environments, as a first step:

• PostgreSQL + standalone Elasticsearch 5.6.8
• MongoDB + standalone Elasticsearch 5.6.8
