cannot install HF if 2 revisions present in connect

1. In connect 8.10-HF16-1.0.0 and 8.10-HF16-1.0.1 and HF17.
2. In Nuxeo 8.10-HF16-1.0.0 started:

Expected behavior: nuxeo should uninstall HF16-1.0.0 then install HF16-1.0.1 and HF17-1.0.0.
This seemed to have worked previously for 8.10. Is this a regression?
