create temporary release branch before building hotfixes

      Description

      During a HF release, it is possible to commit/merge by accident.

      Sometimes we don't pay attention to the mail and slack notifications.

      In order to avoid this a temporary release branch should be created.

      (see with devops to learn the skills to do that)
