[9.2 release] addons must pass nightly build on release branch creation

There were some issues in the addons build at the beginning of the 9.2 feature freeze:

• Release branch was pulled on Friday, June 30th
• On the morning of Monday, July 3rd, the product team only had the server and JSF UI ZIPs.

From the 9.2 release review meeting, we need to analyze what happened and give feedback on that topic, so we can prevent that (not having addons to test) from happening for 9.3 release.
