detect if JIRA blocker tickets are open for the current HF release

      Description

      As a first action, one has to check if there remains any blocker ticket open.

      If there is none HF should be released.

      This could be a specific function in the JIRA lib.

      This check should be performed before launching the on demand build AND before doing the perform task in case of some TnP being started in-between.

      Also, the definition of blocker should be described here:

      1. are those tickets only defined as blockers?
      2. are those tickets defined as blockers AND in a sprint? (ignoring blockers not in a sprint?)
      3. only SupCom tickets should be taken into account? (see for example this erroneous blocker NXP-24287)
