Properly cleanup MongoDB database at test startup

      Description

      The cleanup is currently done only if the server is 127.* or 172.17.0.1:27017 (Docker) (NXBT-1208), but the actual current default is localhost:27017 (NXP-18864) or on Jenkins Docker slaves just 172.17.0.1.

      This means that the database is actually not cleaned, causing issues like NXP-20530.
