Comment JIRA tickets with their related Pull Requests and commits

      Description

      The JIRA tickets must have comments about their related PRs (open, merge / close) and commits.
      We want the commits list even when there is no corresponding Jenkins job (this is currently only done by the Jenkins JIRA plugin after the commit build).
