create and upload package on specific NOS environnement

      Description

      1. using REST APIs or anything else that fits a script usage, a package can be created, being on NOS test, NOS prod or any other similar NOS env for which a URL would be provided
      2. this means filling in the form with proper values
      3. uploading the package itself
      4. saving the document on NOS (see nostTestPkgNew.png)
      5. double-checking the package has been successfully created
      6. exit code to be returned accordingly
