Remove transitive dependencies scope filtering

      Description

      Since Aether libraries upgrade (NXBT-982), the graph is correctly built and the scope filtering introduced with NXBT-944 is not necessary anymore. Worse, it is now a blocker to retrieve scope or provided artifacts.
