Add target platform compliance from "cap" to "server"

Since NXP-19875, the deprecated "cap" server is equivalent to the "server" server plus the JSF UI package.
We want a package targeting "cap" to be installable on "server".
To allow a smooth package migration over time, the package readers and writers should automatically add, for each "cap" target platform, a "server" target platform and a dependency to the JSF UI package.
