Integrate ML enrichment tags into Arender annotations

Currently, ML enrichments have by default (when enabled) a contribution to convert label content to document tags.
This exposes the labels on the UI, but a significant part of ML enrichments integration is on Tagging and not labels.

The only way to expose tagging - image region with content - on the platform is with annotations with Arender addon.

Tagging on annotation
A new contribution should be created to convert tagging (from normalized enrichments) to annotation (on arender addon).
Annotation composition:

• drawing: bounding box
• content: ml Enrichment label.

Configuration
Like document tags, this should be configured in nuxeo.conf.
