Readonly user should not have edit access to Administrator's annotations.

Steps to reproduce:
Given a Picture document with image as the main file:

• As an Administrator:
  • Navigate to the document.
  • Click on the Annotations tab.
  • Add a sticky-note annotation.
  • Click on the Annotations Browser icon.
  • Click on the grey area below the Annotations Browser in order to display the hidden icons.
  • Click on the Save icons.
    => Annotation is saved successfully.
• As a User with Readonly access to the same document:
  • Navigate to the document.
  • Click on the Annotations tab.
  • Click on the annotation sticky-note created by the Administrator.
  • Edit the Administrator's annotation in the sticky-note.
  • Click on the Annotations Browser icon.
    => Readonly User's modifications are visible in the Annotations Browser.
  • Click on the grey area below the Annotations Browser in order to display the hidden icons.
  • Click on the Save icons.
    => ARender progress logo appears.
    => All annotations disappear from the Annotations Browser.
    => Annotation remains on the screen.
    => Errors in browser console.
    => No errors in server log.
